Position Overview
The Project Manager III will be responsible for initiating, planning, executing and controlling large complex enterprise projects. Organizes work into a manageable plan; secures Executive Staff approval for project scope, budget, schedule and plan; assembles the project team, assigns individual responsibilities, develops
the project schedule; controls execution of the project to meet planned business objectives within budgetary and schedule limitations; communicates with senior management and or functional area management regarding project status; may direct the activities of one or more project managers and project leads to deliver
results; evaluates project results against business strategies and objectives.

The Project Manager III is a matrixed line management position with direct authority over project managers, leads and staff for the duration/portion of time that an individual is assigned to the project. Administrative management responsibility for all project staff remains with the Functional Managers(s).

Job Description

  • Responsible for managing mission critical, complex projects (and/or programs) to deliver results within the authorized budget on the approved time schedule.
  • Manages the defined scope of work. Controls scope as required to deliver results.
  • Develops objective measures for evaluating project effectiveness.
  • Capable of managing projects across a broad range of project specialty areas.
  • Serves as a mentor and source of expertise to other Project Managers and project staff.
  • Exercise independent judgment in methods, techniques and evaluation criteria for obtaining results. Apply the appropriate management techniques given project specific needs, risks and differences in core team member skill levels.
  • Manage all cross-functional aspects of the project to create the defined deliverables within the authorized budget on the approved time schedule.
  • Delegate and manage the tasks of the other functional core team members. Correct project resource issues such as performance problems or availability problems.
  • Provide leadership to clear barriers to team progress, promote the good of the company, resolve conflicts within the team and outside the team and ensure the project goals and staff assignments are realistic and achievable.
  • Drive teams towards excellence in analysis and decision making.
  • Provides input to organizational strategic goals and objectives.
  • Meets quality standards and the production of expected deliverables during all phases of the project life cycle: initiating, planning, executing, controlling and closing.
  • Responsible for directing the assembly of project team(s), assigning responsibilities, identifying appropriate resources and developing schedule to ensure timely completion of the project.
  • Delegate and manage the tasks of the other functional core team members. Correct project resource issues such as performance problems or availability problems.
  • Communicate regularly with Functional Managers, Project Management Steering Committee Members, Executive Sponsor and other project stakeholders to appraise all regarding status of the project, issues impeding progress, earned value and recovery plans for off-track items/tasks.
  • Evaluate subordinate Project Managers, Leads and other team members.
  • Contribute to the ongoing improvement MetroPlus' Project Management Methodology.

Minimum Qualifications

  • Bachelor of Science/ Arts degree and 12 years of relevant project management experiencerequired; or
  • Master’s in Business Administration (MBA), Master’s in Public Health (MPH), Master’s in Public Administration (MPA) or Master’s in Social Administration (MSW) and 6 years of relevant project management experience required.
  • Six (6) plus years leading large complex projects (multiple project managers, 15 plus project staff, $2 million or more project budget) required.
  • Four years (4) experience required in one or more of the following areas of Health Care: Hospital, Clinical or Managed Care. This includes project management of systems, processes and operational environments.
  • Three (3) years of experience in executing Process Improvement / Change Management within leading complex projects.
  • Project Management Professional (PMP) certification or extensive experience using a PM Ibased Project Management Methodology desired.
  • Experience implementing third party applications required.
  • Advanced knowledge of one or more project specialty areas: (Software Development, Technical Infrastructure, Business Process Re-Engineering, and Systems Implementation).
  • Ability to assume a consulting role with executive management and external executives.
  • Extensive working knowledge of management techniques as applied to projects.
  • Extensive working knowledge of the software development life cycle and the ability to operate effectively within the process.
  • Experience assembling and motivating teams that work together to meet requirements.
  • Ability to manage several large projects simultaneously.
  • Proven track record in Problem Solving / Risk Mitigation and the ability to guide others to effective solutions.
  • Able to work in both technical and operational environments which have strong Best Practices for task execution in place (ISO 9000, CMM).
  • Creative problem-solving skills, a win-win mentality.
  • Excellent negotiation skills.
  • Understanding of Project Management tools including Microsoft Project, Excel and Time
  • Tracking Systems.
  • Travel required based on business need; travel should not exceed 25·50% of the job.
